How Often Should You Recheck a Contractor License?

Build a risk-based contractor license monitoring schedule for onboarding, active jobs, renewals, and ongoing compliance.

Verify a contractor at onboarding and again before the contractor starts a new job. For active, higher-risk relationships, monitor continuously or recheck on a documented schedule. There is no universal interval for every business: jurisdiction, trade, job risk, license expiration, and the consequences of an invalid credential should determine the cadence.

Why is one license check not enough?

A verification result answers a time-bound question: what did the official source report when you checked?

The underlying facts can change. A license can expire, become inactive, be suspended, or be revoked. A required bond can be cancelled. Workers’ compensation coverage can lapse. A disciplinary action can appear after onboarding. The contractor’s business name, qualifier, address, or classification can also change while the relationship remains open.

California’s Contractors State License Board makes the point directly in its public data portal: license status can change at any time, so users should perform a current instant license check. The board also explains that failure to maintain required workers’ compensation coverage can result in license suspension.

An onboarding check can be completely accurate and still become stale.

When should a contractor license be rechecked?

A practical policy combines event-based checks with recurring monitoring.

Monthly and quarterly intervals are operational starting points, not statutory safe harbors. A regulator, client, insurer, or contract may require a different schedule. Businesses should shorten the interval when an invalid credential would expose customers, stop work, violate a contract, or create material financial risk.

Which contractors need more frequent monitoring?

Frequency should follow consequence, not convenience. Consider a higher-risk tier when one or more of these conditions apply:

  • The contractor is actively performing work on occupied property.
  • The work involves electrical, plumbing, structural, hazardous-material, or other regulated activity.
  • The contractor appears in a consumer-facing marketplace as “verified” or “licensed.”
  • A suspended credential would make the contractor immediately ineligible for jobs.
  • The contractor operates in multiple jurisdictions or under multiple license types.
  • Bond, insurance, or workers’ compensation status is part of the approval decision.
  • The contractor has a near-term expiration date, prior lapse, complaint, or disciplinary history.
  • The business relies on a qualifier or responsible individual whose departure could affect the license.

A contractor who uploaded a license for a one-time bid does not necessarily need the same cadence as a subcontractor working every day across several active projects.

A simple risk-based monitoring model

Start with three tiers and define them in writing.

Tier 1: Continuous or near-continuous monitoring

Use this tier when license validity controls access to work, consumer visibility, payment eligibility, or a material safety decision. Examples include active marketplace providers, high-risk trades, and subcontractors on long-running projects.

The preferred control is automated monitoring that checks official-source data and creates an alert when a meaningful field changes. If the source or system cannot support that, use a short manual interval and require a fresh check before each assignment.

Tier 2: Scheduled active-roster checks

Use this for contractors with an ongoing relationship but lower job frequency or consequence. A quarterly check is a reasonable baseline for many internal policies, with an additional check before a new project and before expiration.

The scheduled review should not replace event-based checks. A complaint, returned notice, ownership change, or inconsistent business name should trigger a new verification immediately.

Tier 3: Verify on reactivation

Dormant contractors can be removed from the recurring queue if the system prevents them from receiving work. Their prior approval should expire internally, and a complete verification should run before they become active again.

This tier only works when “dormant” has an enforceable meaning. If a supposedly inactive contractor can still accept jobs or appear verified to customers, the risk remains active too.

What should be checked each time?

Do not reduce reverification to comparing expiration dates. A durable contractor record includes enough information to identify the credential, interpret it, and reproduce the decision.

At minimum, capture:

  • Jurisdiction and licensing authority.
  • License or registration number.
  • License type, classification, or specialty.
  • Legal licensee name and relevant business name.
  • Current status and status detail.
  • Issue and expiration dates when published.
  • Bond, insurance, or workers’ compensation status when relevant and available.
  • Disciplinary or complaint information when the authority publishes it and policy permits its use.
  • Official source URL.
  • Retrieval timestamp.
  • Match method and any ambiguity that required human review.

Also retain the rule or policy outcome: approved, rejected, restricted, or sent for review. Raw data without the decision context is difficult to audit later.

How should status changes be handled?

Create explicit actions before the first alert arrives.

Automation should accelerate the decision, not conceal uncertainty. “Not found” can mean an invalid number, a formatting problem, the wrong jurisdiction, a source outage, or a record that moved to a different dataset. Those outcomes should not collapse into a single definitive “unlicensed” label.

Why event-based checks matter

A calendar cannot anticipate every risk. Add a recheck when:

  • A contractor submits a renewed or replacement credential.
  • The business changes its name, entity, owner, qualifier, or address.
  • A new trade or jurisdiction is added to the scope.
  • A customer or project manager reports a licensing concern.
  • An insurance or bond cancellation notice arrives.
  • The contractor returns after a period of inactivity.
  • A job crosses a threshold or project type with different licensing rules.

These triggers often catch problems sooner than the next scheduled review.

What does continuous monitoring add?

Continuous monitoring turns verification from a form-submission task into an active control. A service periodically checks the authoritative record, compares important fields with the prior result, and alerts the business when something changes.

Washington L&I offers a useful public-sector example. Its contractor verification guidance says a contractor can submit a tracking request for certain subcontractors. L&I can then send a notification if the subcontractor fails to renew a contractor registration or pay workers’ compensation premiums, or if certain trade licenses are suspended or revoked within the tracking period.

An internal or commercial monitoring workflow should answer four questions:

  1. What is watched? Status, expiration, classification, identity, and supporting credentials relevant to the decision.
  2. How fresh is it? The system records when the source was checked, not merely when the contractor uploaded a document.
  3. What creates an alert? Material changes are separated from harmless formatting differences.
  4. Who owns the response? Every alert has a team, deadline, and documented resolution.

Without the response workflow, an alert is only another unread notification.

Manual lookup, batch verification, or monitoring?

The right method depends on roster size and risk.

Manual official-source lookup

Manual lookup works well for occasional hiring decisions and unusual records. It gives a reviewer direct access to the source but becomes inconsistent at scale. The common failure is not the quality of the initial check; it is forgetting to repeat it.

Batch reverification

Batch verification is useful for periodic portfolio reviews. A team can submit an active roster, normalize results, and investigate exceptions. It creates a clear checkpoint but may leave a blind period between runs.

Monitoring is the stronger fit when the business promises current verification, manages high-risk work, or cannot tolerate a long stale-data window. It reduces scheduled manual work but still needs source-health handling, human review, and an audit log.

A sample contractor reverification policy

The following language is a starting point, not a universal compliance standard:

Verify required contractor credentials against the responsible licensing authority before initial approval and before the first assignment. Monitor active high-risk contractors for material status changes. Where continuous monitoring is unavailable, reverify high-risk active contractors monthly and other active contractors quarterly. Reverify every contractor before a new assignment, after a material identity or scope change, and before reactivating a dormant record. Route adverse, ambiguous, stale, and unavailable-source results for documented review.

Adapt the definitions of “required credential,” “high risk,” “active,” and “material change” to the business. A policy is only testable when those terms have concrete meanings.

Common monitoring mistakes

Checking only the document the contractor uploaded

A license image can be genuine and out of date. Use the number to query the authoritative source and record when that query occurred.

Treating “active” as a complete decision

The classification may not cover the work. The named licensee may not match the contracted business. A supporting bond or insurance record may have a problem. Status is one field, not the whole verification.

Resetting evidence on every check

Keep a history instead of overwriting the prior result. Historical evidence shows what the business knew, when it knew it, and how it responded.

Showing a permanent “verified” badge

A badge without a check date or monitoring policy can imply more certainty than the evidence supports. Use language that reflects the actual control, such as “license checked on [date]” or “monitored for status changes,” and explain what was verified.

Ignoring source failures

Official systems have maintenance windows and outages. Distinguish an unavailable source from a missing license, retry safely, and expose data freshness to the people making decisions.

The practical cadence

If your organization needs one place to begin, use this rule: verify at onboarding, verify before work starts, and keep active contractors on a risk-based monitoring schedule. Add immediate checks when the identity, scope, or risk changes. Then store enough evidence to explain every approval and intervention.
